ВПЛИВ ЕКОНОМІЧНИХ І ПОЛІТИЧНИХ ЦИКЛІВ НА ДИСКРЕЦІЙНУ СКЛАДОВУ ФІСКАЛЬНОЇ ТА МОНЕТАРНОЇ ПОЛІТИКИ В УКРАЇНІ

Вдовиченко А. М., Орос Г. В. Вплив економічних і політичних циклів на дискреційну складову фіскальної та монетарної політики в Україні.
Розглянуто наявність політичних та бізнес-циклів у індикаторах дискреційної фіскальної та монетарної політики. На основі проведеного аналізу наявної емпіричної та теоретичної літератури доведено актуальність і важливість дослідження, зокрема стверджується, що в економіках, подібних до української, політичні цикли мають суттєво впливати на макроекономічну політику. На підставі емпіричних даних виявлено значну залежність дискреційних рішень у фіскальній політиці від політичних подій, що викривляє економічну логіку їх застосування, водночас констатується аполітичність монетарних інструментів. Вказано на те, що для України характерним є сценарій, коли монетарна політика спрямована на амортизацію небажаних фіскальних наслідків у процесі передвиборних маніпуляцій.
Vdovychenko A., Oros H. The impact of economic and political cycles on discrete component of fiscal and monetary policy in Ukraine.
The article deals with the presence of political and business cycle in indicatorsof discretionary fiscal and monetary policy. Based on the analysis of existing empirical and theoretical literature authors proved the relevance and importance of the study, in particular argued that in Ukrainianlike economies political cycles have significant impact on macroeconomic policy. Based on empirical data was revealed a significant dependence of discretionary fiscal policy decisions from the political events that distort economic logic of their application at the same time it is stated that monetary instruments are apolitical. In the article stated that for Ukraine is typical scenario where monetary policy is aimed at mitigating adverse fiscal consequences in the process of political manipulations.
