FINANCIAL AND LEGAL PARADIGM OF THE SWISS CONFEDERATION TAX SYSTEM

Introduction. Instability of tax legislation and the discretionary nature of fiscal policy in transitional economies necessitate a reassessment of institutional models for allocating tax powers under decentralization. The Swiss Confederation provides a distinctive example of constitutionally structured tax federalism combining autonomy and coordination.
The purpose of the article is to examine the financial and legal paradigm of the Swiss tax system, focusing on the constitutional division of tax sovereignty and mechanisms of tax harmonization across federal, cantonal and communal levels.
Methods. The study employs analyses and synthesis, normative legal analysis of the Swiss Federal Constitution and federal tax legislation, supported by systemic and structural-functional approaches and statistical evaluation of federal revenue data.
Results. The findings demonstrate that Swiss tax harmonization ensures coordination of tax jurisdictions without uniform tax rates, while preserving fiscal autonomy of cantons and communes. The analysis highlights the role of constitutional tax principles, fiscal equalization mechanisms and referenda in strengthening legitimacy and long-term stability of fiscal decisions.
Conclusions. The Swiss model represents an institutionally balanced framework combining tax autonomy, harmonization and interregional solidarity, offering practical insights for enhancing tax decentralization and predictability of fiscal regulation in Ukraine.
