TRANSFORMATION OF SOCIAL TRANSFERS IN THE CONTEXT OF MODERN CHALLENGES

Abstract

Вступ. Трансформація соціальних трансфертів є важливим аспектом сучасної соціально-економічної політики, оскільки вони безпосередньо впливають на рівень соціального захисту населення та економічну стабільність країни. У контексті глобальних і локальних викликів, таких як економічні кризи, пандемії, війни, зміни клімату та соціальні дисбаланси, необхідність адаптації системи соціальних трансфертів до нових умов стає все більш актуальною.

Сучасні виклики, серед яких особливо актуальними є значне зростання соціальної нерівності, високий рівень безробіття, інфляція та дефіцит державних ресурсів, ставлять перед урядами завдання розроблення нових підходів до перерозподілу національних ресурсів. Трансформація соціальних трансфертів містить не лише зміну механізмів виплат та адресності допомоги, а й інтеграцію новітніх технологій і цифрових інструментів у систему соціальної підтримки.

Мета – визначити та науково обґрунтувати особливості трансформації соціальних трансфертів в умовах сучасних глобальних і локальних викликів.

Результати. В процесі дослідження уточнено поняття “соціальний трансферт”, визначено основні складові трансформації соціальних трансфертів, ідентифіковано виклики сучасності, що впливають на розвиток і трансформацію соціальних трансфертів. Запропоновано науково-теоретичний підхід до визначення впливу сучасних викликів на трансформацію соціальних трансфертів.

Висновки. Важливим аспектом в умовах сьогодення є посилення інклюзивності соціальних трансфертів. Урахування різноманітних потреб населення, розширення доступу до державної допомоги для найбільш уразливих категорій громадян є необхідними умовами для забезпечення справедливості та соціальної рівності. Водночас важливою є постійна адаптація соціальних політик до змін на ринку праці, демографічних тенденцій і соціальних реалій.

Аргументовано, що успішна трансформація соціальних трансфертів дасть змогу не лише підвищити ефективність державної підтримки, а й сприятиме зменшенню соціальної нерівності, підвищенню рівня життя та стабільності в суспільстві. Система соціальних трансфертів має відповідати сучасним вимогам і реаліям, забезпечуючи своєчасну, доступну та ефективну підтримку для всіх верств населення, особливо в умовах глобальних і локальних викликів.

Introduction. The transformation of social transfers is an important aspect of modern socio-economic policy, since these processes directly affect the level of social protection of the population and the economic stability of the country. In the context of global and local challenges, such as economic crises, pandemics, wars, climate change and social imbalances, the need to adapt the social transfer system to new conditions is becoming increasingly urgent.

Modern challenges, a significant increase in social inequality, high unemployment, inflation and a shortage of state resources, pose the task of governments to develop new approaches to the redistribution of national resources. The transformation of social transfers includes not only changing payment mechanisms and targeting of assistance, but also integrating the latest technologies and digital tools into the social support system.

The purpose of the article is to identify and scientifically substantiate the features of the transformation of social transfers in the context of modern global and local challenges.

Results. The presented work clarifies the concept of "social transfer", identifies the main components of the transformation of social transfers. Also identifies the components of the impact of modern challenges on the development and transformation of social transfers. A scientific and theoretical approach to determining the impact of modern challenges on the transformation of social transfers is proposed.

Conclusions. An important aspect today is the strengthening of the inclusiveness of social transfers. Taking into account the diverse needs of the population, expanding access to state assistance for the most vulnerable categories of citizens is a necessary condition for ensuring justice and social equality. At the same time, constant adaptation of social policies to changes in the labor market, demographic trends and social realities is important.

Thus, the successful transformation of social transfers will not only increase the effectiveness of state support, but will also contribute to reducing social inequality, raising the standard of living and stability in society. The system of social transfers must meet modern requirements and realities, providing timely, accessible and effective support for all segments of the population, especially in the face of global and local challenges.
