РОЛЬ СОЦІАЛЬНИХ ТРАНСФЕРТІВ І ПОСЛУГ У ФОРМУВАННІ СОЦІАЛЬНОЇ ВІДПОВІДАЛЬНОСТІ

Анотація

Вступ. У сучасних умовах трансформації соціально-економічних відносин особливого значення набуває переосмислення ролі держави у забезпеченні соціальної справедливості та підтримці вразливих верств населення. Зокрема, зростає потреба у підвищенні ефективності соціальних трансфертів і якості надання соціальних послуг, які виступають не лише інструментами перерозподілу ресурсів, а й важливими чинниками формування соціальної відповідальності в суспільстві. Цей процес охоплює як інституційну взаємодію між державою, бізнесом і громадянським суспільством, так і розвиток відповідального ставлення окремих індивідів до соціального добробуту.

Мета – визначити особливості соціальних трансфертів і послуг, а також їхню роль у формуванні комплексу соціальної відповідальності як однієї з цілей сталого розвитку.

Результати. Обґрунтовано сутність понять “соціальні трансферти” і “соціальні послуги”. Визначено особливості соціальних трансфертів і послуг в умовах цифровізації. Проаналізовано ключові тенденції сучасного розвитку соціальної сфери, а також особливості формування комплексу соціальної відповідальності у межах забезпечення сталого розвитку. Визначено роль соціальних трансфертів і послуг у формуванні соціальної відповідальності.

Висновки. З’ясовано, що соціальні трансферти та послуги виконують не лише базову функцію матеріальної підтримки населення, а й відіграють ключову роль у формуванні соціально відповідальної поведінки як серед громадян, так і в межах інституційних структур. Ефективна система соціального забезпечення сприяє підвищенню довіри до державних інституцій, зменшенню рівня соціальної напруги та укріпленню соціального капіталу. Отже, соціальні трансферти та послуги варто розглядати не тільки як інструменти забезпечення базових потреб, а й як засоби довгострокового впливу на формування соціально відповідального суспільства. Подальше вдосконалення відповідних механізмів потребує комплексного підходу, що передбачає синергію зусиль держави, бізнесу та громадянського суспільства.

Introduction. In the current conditions of transformation of socio-economic relations, rethinking the role of the state in ensuring social justice and supporting vulnerable segments of the population is of particular importance. In particular, there is a growing need to improve the efficiency of social transfers and the quality of social services, which are not only tools for redistributing resources, but also important factors in the formation of social responsibility in society. This process encompasses both institutional interaction between the state, business and civil society, and the development of a responsible attitude of individuals to social well-being.

The purpose of the article is to determine the characteristics of social transfers and services, as well as their role in the formation of a complex of social responsibility as one of the goals of sustainable development.

Results. As a result of the study, the essence of the concepts of “social transfers”, “social services”, “transfers” was determined. The features of social transfers and services in the context of digitalization were determined. The key trends in the modern development of the social sphere were analyzed, as well as the features of the formation of a complex of social responsibility within the framework of ensuring sustainable development. The role of social transfers and services in the formation of social responsibility was determined.

Conclusions. The study found that social transfers and services perform not only the basic function of material support for the population, but also play a key role in shaping socially responsible behavior both among citizens and within institutional structures. An effective social security system helps to increase trust in state institutions, reduce social tension and strengthen social capital. Thus, social transfers and services should be considered not only as tools for ensuring basic needs, but also as means of long-term influence on the formation of a socially responsible society. Further improvement of the relevant mechanisms requires an integrated approach that involves synergy of efforts of the state, business and civil society.
