COMPETITIVE APPROACH TO PUBLIC EXPENDITURE ALLOCATION: THEORETICAL FOUNDATIONS AND PRACTICAL ASPECTS

Abstract

Вступ. Поглиблення наукового розуміння підходів до розміщення бюджетних коштів має важливе значення для удосконалення механізмів фінансування суспільних благ і підвищення ефективності використання бюджетних ресурсів. Трансформація соціально-економічного середовища, поява нових організаційно-правових форм надавачів послуг і зростання ролі споживача зумовлюють необхідність переосмислення усталених моделей бюджетного фінансування та пошуку інструментів, що підсилюють результативність бюджетних видатків.

Мета – обґрунтувати концептуальні засади класифікації бюджетних видатків залежно від підходу до розміщення бюджетних коштів між надавачами суспільних благ, визначити особливості функціонування неконкурентної, умовноконкурентної та конкурентної моделей фінансування.

Результати. У процесі дослідження наведено зміст неконкурентного, умовноконкурентного та конкурентного підходів до розміщення бюджетних видатків, охарактеризовано їхні ключові інституційні ознаки, склад надавачів і роль споживача суспільних благ у кожній із моделей. Обґрунтовано, що неконкурентний підхід зберігає ресурсну орієнтацію фінансування та стабільність мережі надавачів; умовноконкурентний забезпечує часткову оптимізацію мережі та виконує функцію інституційної адаптації; конкурентний підхід формує середовище постійного відбору надавачів відповідно до якості послуг та вибору споживача. На емпіричному матеріалі сфери охорони здоров’я України проілюстровано динаміку зростання ролі приватного сектору та послаблення монополії комунальних надавачів у результаті впровадження конкурентних механізмів контрактування.

Висновки. Розміщення бюджетних видатків можна розглядати не лише як розподіл ресурсів, а як інструмент формування стимулів до підвищення ефективності надання суспільних послуг. Запропонована класифікація бюджетних видатків за критерієм способу їхнього розміщення дає змогу поєднати теоретичне осмислення природи бюджетних видатків із потребами практики бюджетного менеджменту. Подальші наукові дослідження доцільно спрямувати на розроблення методичних підходів до оцінювання результативності бюджетних видатків із урахуванням ступеня конкуренції під час їхнього розподілу.

Introduction. Deepening the scientific understanding of approaches to the allocation of budgetary resources is essential for improving the mechanisms of financing public goods and enhancing the efficiency of public expenditure. The transformation of the socio-economic environment, the emergence of new organizational and legal forms of service providers, and the growing role of the consumer necessitate a rethinking of established models of budget financing and the search for instruments that strengthen the performance of public spending.

The purpose of the article is to substantiate the conceptual foundations for classifying budget expenditures depending on the approach to allocating budgetary resources among providers of public services and to identify the specific characteristics of non-competitive, quasicompetitive, and competitive financing models.

Results. The study clarifies the content of non-competitive, quasicompetitive, and competitive approaches to the allocation of budget expenditures, characterizing their key institutional features, the composition of service providers, and the role of the consumer of public services within each model. It is argued that the non-competitive approach preserves resource-oriented financing and maintains the stability of the provider network; the quasicompetitive approach ensures partial optimization of the network and performs an institutional adaptation function; and the competitive approach forms an environment of continuous selection of service providers based on service quality and consumer choice. Empirical evidence from the healthcare sector in Ukraine illustrates the increasing role of the private sector and the weakening of the monopoly of municipal providers as a result of implementing competitive contracting mechanisms.

Conclusions. The allocation of budget expenditures can be viewed not only as the distribution of financial resources but also as an instrument for shaping incentives to enhance the efficiency of public service delivery. The proposed classification of budget expenditures based on the method of allocation makes it possible to integrate theoretical understanding of the nature of public spending with the practical needs of budget management. Future research should focus on developing methodological approaches to evaluating the performance of budget expenditures, taking into account the degree of competition in their allocation.
