PUBLIC EXPENDITURES ON SOCIAL PROTECTION AND PROBLEMS OF ENSURING FISCAL CONSOLIDATION DURING THE PERIOD OF MARTIAL LAW IN UKRAINE

Вступ. Агресія російської федерації проти України завдала глибоких гуманітарних і соціально-економічних втрат, що мають як коротко-, так і довгостроковий характер. Війна посилює вразливість населення, створює системні ризики для стратегії виживання та розвитку нації, водночас послаблюючи економіку й ускладнюючи фіскальну стабільність держави. Зростання бюджетного дефіциту та державного боргу суттєво обмежує можливості уряду щодо забезпечення належної соціальної підтримки, попри її критичну необхідність.
Мета – проаналізувати динаміку, структуру та результативність бюджетних видатків на соціальний захист, дослідити актуальні проблеми в умовах необхідності забезпечення фіскальної консолідації в Україні в період воєнного стану.
Результати. Визначено системну проблему для бюджетного планування видатків на соціальний захист населення – припинення акумулювання офіційних соціально-демографічних даних. Повномасштабна агресія рф проти України призвела до значного зростання бюджетного дефіциту та державного боргу. Відмінні тенденції із збалансуванням державного та місцевих бюджетів мали різний вплив на динаміку видатків на соціальний захист і соціальне забезпечення. Гостра проблема із забезпеченням фіскальної консолідації державного бюджету призвела до різкого скорочення частки видатків на соціальний захист і соціальне забезпечення у видатках державного бюджету, що забезпечуються доходами (крім фінансування дефіциту). Наявність профіциту в місцевих бюджетах позитивно позначилося на зростанні частки видатків, що забезпечуються доходами (крім фінансування дефіциту).
Висновки. За результатами дослідження засвідчено зменшення ролі центрального уряду у цій сфері під впливом значного бюджетного дефіциту і, навпаки, зростання ролі органів місцевого самоврядування в умовах профіцитного фінансування місцевих бюджетів. Незважаючи на загальну позитивну динаміку видатків місцевих бюджетів на соціальний захист, на нашу думку, в цій сфері існують суттєві прогалини, що призводять до зменшення ефективності використання коштів місцевих бюджетів на зазначені цілі.
Introduction. The Russian Federation's aggression against Ukraine has caused profound humanitarian and socio-economic losses, both in the short and long term. The war increases the vulnerability of the population, creates systemic risks for the nation's survival and development strategy, while weakening the economy and complicating the fiscal stability of the state. The growth of the budget deficit and public debt significantly limits the government's ability to provide adequate social support, despite its critical need.
The purpose of the article is to analyze the dynamics, structure and effectiveness of budget expenditures on social protection, to investigate current problems in the context of the need for fiscal consolidation in Ukraine during the period of martial law.
Results. The study identified a systemic problem for budget planning of social protection expenditures: the cessation of the accumulation of official socio-demographic data. The full-scale aggression of the Russian Federation against Ukraine has led to a significant increase in the budget deficit and public debt. Different trends in balancing state and local budgets had varying effects on the dynamics of social protection and social security expenditures. The acute problem of ensuring fiscal consolidation of the state budget led to a sharp reduction in the share of social protection and social security expenditures in state budget expenditures covered by revenues (excluding deficit financing). The existence of a surplus in local budgets had a positive effect on the growth of the share of expenditures covered by revenues (excluding deficit financing).
Conclusions. The results of the study showed a decrease in the role of the central government in this area under the influence of a significant budget deficit and, conversely, an increase in the role of local self-government bodies in the context of surplus financing of local budgets. Despite the overall positive dynamics of local budget expenditures on social protection, in our opinion, there are significant gaps in this area, which lead to a decrease in the effectiveness of the use of local budget funds for these purposes.
